Your situation is quite difficult. You can either wait for citizenship then marry her. Or another
quick way is to let her apply for I20, use F1 student visa to be here. But you will need money
once she gets the I20. Do keep trying to get the visitor visa. God bless both of you. If she
is 36 and no other choice at this moment, I think you have no excuse to let her go. And please
keep in mind the old saying: "If there is a will there is a way."
