This achievement is due to strong Chinese government backing. One might compare it to the successful construction of the Interstate Highway System in the U.S. By acquiring the necessary property through the right of eminent domain, the government is able to sidestep most delays in the project, thus completing large segments in seemingly quick fashion. We enjoyed such engineering achievements once during our own Golden Age, but now any project has to face a wall of bureaucracy, environmental impact studies, wetlands conservation, species protection, etc., etc., ad nauseum. It took 9 years to replace the Woodrow Wilson Bridge just outside DC, and that was ahead of the originally planned schedule of 12 years! The Chinese Growth will continue unabated and unencumbered...at least until their "one child" policy leaves them with no young work force
