clearly the author has no knowledge about how an instrutrial standard is adopted (the adoption of a language is very similar to that, if not the same). anyone in the IT industrial will tell you, it's either by industry giants getting together to develop a standard and then enforcing it (e.g. WiFi), or by market force (e.g. Microsoft), technical superiority is at most second. Clearly the market force has a tremendous momentum to establish English as the winner for world standard, and yet the author is boldly predicting that technical supremacy is reason that Chinese will become the dominant language.
